Concentration around the mean for maxima of empirical processes

In this paper we give optimal constants in Talagrand's concentration inequalities for maxima of empirical processes associated to independent and eventually nonidentically distributed random variables. Our approach is based on the entropy method introduced by Ledoux.Comment: Published at http://dx.doi.org/10.1214/009117905000000044 in the Annals of Probability (http://www.imstat.org/aop/) by the Institute of Mathematical Statistics (http://www.imstat.org

A Unique Photon Bombardment System for Space Applications

    Get PDF
The innovative Electromagnetic Radiation Collection and Concentration System (EMRCCS) described is the foundation for the development of a multiplicity of space and terrestrial system formats. The system capability allows its use in the visual, infrared, and ultraviolet ranges of the spectrum for EM collection, concentration, source/receptor tracking, and targeting. The nonimaging modular optical system uses a physically static position aperture for EM radiation collection. Folded optics provide the concentration of the radiation and source autotracking. The collected and concentrated electromagnetic radiation is utilized in many applications, e.g., solar spectrum in thermal and associative photon bombardment applications for hazardous waste management, water purification, metal hardening, hydrogen generation, photovoltaics, etc., in both space and terrestrial segment utilization. Additionally, at the high end of the concentration capability range, i.e., 60,000+, a solar-pulsed laser system is possible

Experience with modified aerospace reliability and quality assurance method for wind turbines

    Get PDF
The SR&QA approach assures that the machine is not hazardous to the public or operating personnel, can operate unattended on a utility grid, demonstrates reliability operation, and helps establish the quality assurance and maintainability requirements for future wind turbine projects. The approach consisted of modified failure modes and effects analysis (FMEA) during the design phase, minimal hardware inspection during parts fabrication, and three simple documents to control activities during machine construction and operation. Five years experience shows that this low cost approach works well enough that it should be considered by others for similar projects

Modified aerospace reliability and quality assurance method for wind turbines

The safety, reliability, and quality assurance (SR&QA) approach developed for the first large wind turbine generator project is described. The SR&QA approach was used to assure that the machine would not be hazardous to the public or operating personnel, would operate unattended on a utility grid, would demonstrate reliable operation and would help establish the quality assurance and maintainability requirements for future wind turbine projects. A modified failure modes and effects analysis during the design phase, minimal hardware inspections during parts fabrication, and three simple documents to control activities during machine construction and operation were presented

The radio-far infrared correlation: Spiral and blue compact dwarf galaxies opposed

    Get PDF
The recently established correlation between radio continuum and far infrared emission in galaxies was further investigated by comparing normal spiral and blue compact dwarf galaxies. The puzzling result is that the ratio of radio to far infrared luminosity and its dispersion is the same for both samples, although their ratios of blue to far infrared luminosity, their radio spectral indices and their dust temperatures exhibit markedly different mean values and dispersions. This suggests that the amount of energy radiated in the two regimes is enhanced in the same way although the mechanisms responsible for the two components are rather different and complex. The fact that the blue light does not increase at the same proportion shows that both the radio and the far infrared emission are connected with the recent star formation history
